Carl Van Horn, Ph.D. is a widely recognized expert on the use of quantitative research for the design and evaluation of policies and communication initiatives.
He has held senior level positions in government, universities including Senior Advisor for Strategy and Planning in the Office of the NJ Governor, Chair of the Board of the New Jersey Economic Development Authority, Director of Policy for the State of New Jersey, Senior Economist at the Joint Economic Committee of the U.S. Congress, Visiting Scholar at the Federal Reserve Bank in Atlanta, and Chair of the Public Policy Department at Rutgers University. He has been a consultant to the nation's leading research organizations, including the National Science Foundation.
